Moscow Pledges to Expand Ties with African Countries
Addressing the Second Ministerial Conference of the Russia-Africa Partnership Forum in Cairo, Lavrov emphasized that relations between Moscow and the continent are experiencing consistent growth across multiple sectors.
"Russian-African partnership is developing steadily across all areas, with substantive and trusting political dialogue continuing at the highest levels," Lavrov stated during the opening plenary session, revealing that African trade jumped 13% last year to approach $28 billion. He noted that economic collaboration and humanitarian connections are gaining strength. "This is far from the limit. We are committed to fully unlocking the huge potential of our practical cooperation."
Lavrov indicated Moscow has encouraged African counterparts to examine opportunities within Russian markets, emphasizing significant prospects for expanding trade with sub-Saharan nations through direct linkages with Russian businesses.
He characterized national-currency payment systems with African countries as essential to "ensuring stable trade and economic transactions and protecting investments," pointing to a consistent increase in ruble-denominated transactions.
Beyond commerce, Russia is assisting African nations in bolstering security capabilities, particularly counterterrorism operations, Lavrov explained. He noted Russia has invited African countries lacking Moscow embassies to establish diplomatic representation, mentioning earlier this week that Botswana and Togo intend to proceed.
The conference, drawing representatives from over 50 African states, takes place in Cairo December 19-20 preceding the third Russia-Africa summit in 2026. Established at a pivotal summit in Sochi in 2019, the forum represents Moscow's intensified effort to strengthen African partnerships as numerous countries pursue alternatives to Western alignment. This year's gathering—the inaugural ministerial-level meeting held on African soil—concentrates on enhancing economic, trade, and investment collaboration.
During conference sideline discussions, Lavrov conducted bilateral meetings with diplomats from multiple attending nations, including host country Egypt, Tanzania, Namibia, and Gambia, all expressing desire to broaden cooperation with Russia. Additional meetings are anticipated with delegations from Algeria, Tunisia, and Rwanda, among others.
